Your program is a good start. It seems a little low in total, but more importantly the ratio of back of house to front of house is way too low. Look at some existing aquariums in terms of total area to exhibition spaces. Look at the GA Aquarium and Baltimore (National) Aquarium for precedents. A BAD example of what not to do is the Aquarium of the Pacific in Long Beach, CA

I agree with Andy. Great start with the program relationships, although later on you will need to look into balancing the area footage of auxiliary spaces vs exhibition spaces.
